That's the whole problem with Bullet Bill as an item, that it completely removes driving skill from the equation and it's an item high-placement racers can only have via retarded Sandbagging strats. Making it a meter you have to manage and plan around while also not letting it drive for you makes it completely different on a fundamental level.
