I know which one you're talking about but I can't find it either.
This was always a thing basically, taking a certain popular character design/archetype and creating a new character either giving it an extra gimmick or something, the difference is that now there's dozens of games with 50+ girls each so it becomes more evident when one copies another. It wouldn't surprise me if you could trace back a lot of current designs all the way to Cinderella Girls for example.
