If you still want a cheap og copy, try some of the third party key sites with decent reputations. I was able to get Prey that way long after it was delisted.

I've been warning steamfags about this for years. You do not own the games you buy on steam. Steam can literally delete any game you've paid money for at any time they please. If Gaben wants a new yacht, say goodbye to half your library.
