Nearly every one with a complication, yes. So far, they've been evenly spread out with 3 opportunities between all the heroes except for the 2 new recruits, Sonar, and Punch-up. Though I may have missed some optional missions, like if you send Flambae to make the first worse the first time. There are a handful of two-parters like that.
