It all depends on a budget of the game, time it took to develop, it's marketing, whether it has a publisher or not, and it's multiplateofm status.

An average AAA game needs approximately 5mil copies sold to break even.
Games like gta6 and bg3 need a much higher number due to the hype campaigns and fabled budgets.
Every single time sales numbers are being hidden it's a confession of a flop.

Games like Stellar Blade debuting to 1mil sales is impressive because it's an indie console exclusive debut.
E33 selling 5mil is amazing because it's an indie multiplat debut.
KCD2 selling 3mil is pathetic because it's a AAA sequel with a publisher.

Games reach beyond their medium, even if nobody plays them. They are talked about and they are felt in a multitude of ways.

Look back to MGS2, it essentially states that there is more to life than the basic code, in this case the games being played themselves. But their memes as in what is presented are often far wider reaching in influence than their source alone.

Concord is not MGS2. Metal Gear Solid 2 sold 7 million copies on it's first sale, then an additional 2 million on it's re-release, then an additional 3 million on it's second re-release, then an additional 1 million on it's third re-release, then an additional 2 million on it's forth re-release.

Plenty of people played MGS2, many times over a very long period of time. Literally nobody will ever play Concord again, and for the very limited time it was avalible it's only impact was humiliation, shame, and the novelty of the biggest flop man has ever seen throughout recorded history.

The next time someone tries to pitch something like this, a harsh voice will hiss "Are you trying to be the next Concord?" It's literally worse than the Titanic financially.

While that's true, a lot of large companies, specifically AAA publishers, will usually set a sales target to determine a game's success.
You hear about it all the time. Where a game was a critical success, sold enough to make a good profit, and so on, but the publisher considered it a flop because it didn't hit their arbitrary sale target.

For anything outside of AAA, you can usually tell whether a game is a flop or not pretty easily.
