Not using any upscalers, at least from the game's settings. I think its just constantly going to shimmer in the menu, in cutscenes its not bad but in the menu its always there no matter I turn on or off

See, PC monitors have this curious property where they display graphics using little squares called pixels. When a texture, that is a little image pasted over a 3d model has too much detail to fully display within the framework of said pixels, all the detail on the texture, such as the shiny bright white sections of light reflecting off the maille, show up as entire pure white pixels. But as the model moves, the bright spots shift and the entire thing shimmers.

Turn on anti aliasing you silly billy.

If you're playing at native resolution then it just works as another AA method.

Lots of discourse around traditional anti-aliasing methods already sucking and them not working now with modern rendering techniques. But, if you have a beefy enough PC, this has been better for me than any anti-aliasing technology. If you're on 1080p just render at 4k and downscale. The jaggies disappear. Nothing is blurry. Works on AMD and Nvidia, and can be forced in games that don't natively support it.

Moiré pattern from super fine textures at an angle. Maybe try lowering texture quality until its slightly blurry to match your resolution or introduce blur light TAA or some upscaler to hide the shimmer.
Reducing anistropic filtering might help a bit but that also improves things on the ground at longer ranges but its a solved technology so no impact on FPS if you have the option to max it out or reduce it for the character models.

I went back to 1080p from years of 1440p double ultrawide 50". Actually superior than crippling peformance for some fidelity gains at large scales and everything is in the focal point of view.

One more thing, you are playing at less than 1080p if you crank up upscalers for quality or balance anyways and just blurring the image out anyways.
So low resolution and in-game solving fidelity upscaled with AI filtering anyways unless you truly play at 1440p-4k at native resolution and no render resizing.
