You can see where the shift literally occurred between the old writers and new. Afrasiabi (that evil sex-haver) wrote the Cataclysm Garrosh who was both a warrior and someone who would refrain from stooping to acts such as killing non-combatants or raising the dead as slaves. This LOGICALLY reflects Garrosh's upbringing as someone tutored by Thrall and Saurfang but who also grew up as an Orc's Orc, idolizing the old Horde and wanting to live up to his father's legacy. He had a healthy respect for the old Horde but understood Thrall's Horde was founded on better principles (Thrall was not a "pacifist" either btw). This was Afrasiabi's last work writing anything in the game, as he wasn't a dedicated writer.
After this they hired "professionals" to write for WoW and they turn out to be (like journalists) bleeding heart libtards.
I mean Chris Metzen is a bit of a liberal but a sort of naive "I love noble savages" type. nuLiberals would think "noble savage" is a hurtful stereotype that doesn't reflect how "indigenous BIPOC" were actually just like the liberal utopia of full equality and LGBTQP rights.

Garrosh was absolutely hated by the fanbase in WotLK, because he served the same role as Varian - to stir up shit for no reason, in a world where the faction war made no sense anymore.
Varian got lucky, and the writers decided to switch his role with Jaina - he became a wise and tempered leader, and Jaina became a crazed warmonger.
For some reason, they decided not to savlage Garrosh's character after Cataclysm (when people actually warmed up to him), but throw him to the wolves in MoP.

He was taking his conversation with Saurfang about "killing children" to heart. Saurfang's point was that when you set a precedent of brutality, don't be shocked when it comes back upon you.
Indiscriminate killing of non-combatants would only give the other races their last needed justification to wipe every Orc off the face of Azeroth forever.

It was around this time they started mass hiring people, more specifically "fans" of the franchise from backgrounds like lore bloggers, roleplay servers, etc. Unfortunately it's just led to a case of getting a bunch of Alliance fans in the writing room who just wanna write about Elves being cool 24/7 and Alliance girlbosses.

Even in Wrath I think he had a short story were he punished a Orc general who attacked the Alliance from behind while they were fighting the Scourge resulting in the complete destruction of the Alliance forces. I think his portrayal in Wrath versus his portrayal in Cataclysm makes it clear Blizzard had different plans for him at first but then for whatever reason hit him hard with the villain bat.

His entire character in WoW was written around how he autistically wants revenge on Sylvanas. Come BFA, they gave Tyrande his rivalry with Sylvanas and essentially snubbed him from the picture, but then to compensate they tried to make him one of Anduins many surrogate parents.
Shadowlands happened and Anduin then proceeded to go on a shelf until War Within, so when they finally got around to writing Genn's last plot, with both Sylvanas and Anduin out the picture they were left with having to acknowledge the fact that Genn was an objectively shitty dad to Tess due to their writing choices. And had him hand down the throne to her
