What if the Phantom Thieves went against someone who was a complete psychopath? Someone who wouldn't even have the guilt even if their desires would be taken away. Isn't this the perfect counter to them?

In my opinion, someone like that would not even have a palace in the first place. In most cases, the distortions that form a palace center around the belief that their actions are somehow justified or just not a big deal, but in their heart, they know what they're doing is wrong. The palace is there to repress the treasure, that one little kernel of guilt. Someone who doesn't feel guilt would not have a palace because they have no treasure, no guilt, to repress. That's just my read on it.

In more ways than one.
A Palace is in a sense the unconscious self's argument against consensus morality and why the common sensibility doesn't apply to them. When a Shadow is incensed enough on some topic to completely detach from the consensus like this, it's kicked out of Mementos into "solitary"- that's what allows a Palace to form.
Following this logic, the Shadow of someone completely psychotic would almost certainly be in solitary as well, and thus have some personal location. But rather than having a few strong opinions to defend, some random, arbitrary slice of their mind would be what differed from normal. Thus, doing what the Phantom Thieves usually do to a Shadow would probably have unpredictable results at best, assuming the cognitive environment it formed was navigable in the first place.

nobody is born evil, even if your soul is as dark as darkness itself there is always goodness inside. Humans are not infallible. There is no human that is pure goodness or pure evil, that is not a thing. If such person existed there wouldn't a heart to steal because they are not human in the first place.

This is kind of what Akechi was. Not born evil persay but was in touch with and accepting of his negative traits. Thus being granted a persona instead of a palace
