Megaman and Palutena were defined by being the only two characters with completely different abilities in their custom movesets.
Palutena got some of hers fused together into specials that activate one or the other conditonally, Megaman just lost all of his.

palutena got entirely new specials in her custom movesets, but the only thing that changed about mega man is the projectiles he fired;
NBs are all thrown projectiles, SBs are fired normally, DBs are barriers, and UBs are all produced for recoveries
none of them are fundamentally different enough to be compared to the differences in palutena's specials

I honestly wouldn't mind if they did a sort of soft reboot, ditched all the third party characters and refocused on fundamentals with a tighter cast of Nintendo characters. i don't really mind if most of the roster comes back. everyone will just ask for the old characters back again anyway. it's why ultimate exist after all. i wouldn't mind a soft reboot just mainly because the game feels 'like brawl 3' with how old some of the movesets and voice lines are. a stronger effort to making the characters more representative of what they are in the 17 years since.

Eh, I don't think every character in the game needs a swap mechanic of some variety. I think simply switching out Crash Bomber for one of his custom specials (i'd probably go with a slightly reworked Shadow Blade personally) would service fine
An idea I did have for Mega Man though would be that he could move around while using forward-smash, charging it up just like his home series and being able to use it in the air, though it would also slow your movement down quite a bit so it wouldn't be overpowered

Who said every character? It's a trait Mega Man is known for most out of the roster. I merely suggested it as a means of balancing him in a way that represents the qualities of his games. You know, what Smash is known for.

Bomberman was never a big enough deal, C-lister at best. Hudson Soft was too retarded to captalize on him properly. Jetters could have easily made the series more popular in the West if they localized it. Especially since there were a bunch of video game animes in the early 2000s.
