SF6 isn't a huge time jump, yes it doesn't follow our modern time. They had 2000s tech in the 90s already, and have our tech in their 2000s.

Street Fighter 2 takes place in the early 90s. Street Fighter 3 takes place in the later 90s.
Street Fighter's 4 and 5 take place before Street Fighter 3.
Street Fighter 6 takes place 10 years later.
That puts it in the later 00's.
Mark of the Wolves takes place in 2007.
City of the Wolves takes place right after that.
