Chapter 1 was produced like Undertale, as in no dev team, it was just Toby, Temmie and a little help from others.
The ground enemies and main bosses are basic but that was forgivable since it is the first chapter. Ruins was just like that.
The lack of EXP was suspicious but I brushed it off as an incomplete prototype or something that was going to be unlocked later. I was a fucking idiot.
The writing was never better than chapter 1 before or after it, except for some bits here and there.

This is a really retarded comparison. If you're going to equate Deltarune's chapters to Homestuck's acts, ch. 1 - 3 would be acts 1 - 4, ch. 4 and ch. 5 would be act 5 / act 5 act 2 (halfway mark concluding in some sort of major event, like cascade), and ch. 6 and ch. 7 would be acts 6 and 7. Just from a storytelling point of view. In terms of quality, the game hasn't had anything like act 6's characteristic stagnation of the story in favor for inane drama and endless wheel-spinning dialogue that promises development but ultimately goes nowhere. Again, Deltarune is still on the act 5-esque raising of stakes and shifting tonally into a more serious story, and I can't see it having anything as genuinely terrible as act 6 because the way the game is developed simply wouldn't allow for it.

I wouldn't say Chapter 1 is bad but it feels too different from the rest of the game by now. Production value-wise the card kingdom feels excessively simple, Susie acts way too different jumping into chapter 2, Ralsei is noticeably more assertive in chapter 1 compared to after, and Noelle isn't really well introduced at all. Jevil as cool as he his feels like he's been left behind as a footnote in the story. I'd dare to say even some chapter 1 jokes feel flat in an awkward manner. By now it's too late but I wish maybe someday a Deltarune Director's Cut edition would rebuild some of chapter 1's structure

Every chapter feels disconnected from the rest.
