Potential for what? Without a madding community, there will be little reason to continue playing a game. You'll experience all the content and move on. Modding is almost always over stated in what it accomplishes. Majority of the time they consist of ripping off other IPs, transplanting or stealing assets from other games/entities. "Fan" patches " are always fuck ups "restoring" content that was deliberately cut by the devs because it's not fleshed it back into the game or some fan fiction tier balancing that always breaks the game. For some reason porn mods usually end up being some of the best consistency wise.

I personally suspect most major mod teams push vapourware for crowding dollars.

For me, it's the opposite way around.
