Only if you're running shit all the time and its honestly not even that loud but probably because I have rubber HDD bumpers on mine to suppress the vibrations a bit. Just move shit do an SSD if you plan on running stuff. HDDs are just storage only these days.

For the brief moment Nintendo was cracking down on emulation sites a while back I began downloading roms and storing them on harddrives. Ended up just finding alternative sites that are still up to this day.

They could go higher right now if they could but the current issue as it stands are we're physically reaching a hard cap for storage as we can't build them any higher after a certain point. The other reason is storage companies don't give a shit for data hoarder as they're the only people who actually need or use that much space and only in few numbers compared to normalfags who always stream their shit and probably only use less than 1TB of storage space.

Bloating up modern games and modern OS is the only way to get normalfags to start caring about more storage space.

I do this, but I make a million copies and buy new drives and storage every couple years. Need to make sure my data never gets corrupted. It's expensive living outside of the cloud. Good luck kid.
