That's because Ubisoft lives off of government subsidies, and those subsidies are conditioned on being big local employers. While their payroll is bloated, most of it is essentially free because taxpayer handouts offset the labour costs.
This is also why they have small studios in like a dozen different countries l, casting as wide a net as possible to beg for govt gibs
