We're already at the point of paid mods anyway. Do you remember when Killing Floor was a mod and the dev said "fuck you, pay for it now"? Once Unity, UE, etc made their clauses for modders to profit, it was over.
No one cares to mention this though because there's some arbitrary line in their head that didn't get crossed when it happened. Instead of trying to justify which groups can take their mods for profit and which ones can't, they should just try slapping a price tag on it and see if anyone bothers enough to pay them. Most will fail.
