I mean you would probably split the government up. Realistically given the tensions between the US and China. Washington DC would be heavily militarized given it’s dense with high value targets. There would be countless bunkers in and around the surrounding area as well as a ton of equipment. Washington DC also holds a lot of symbolic value to America. Can’t really call yourselves the remnants of America if you don’t have the capital in control
