weak, and even worse, clunky, consider this: with hutao how you need to play is use your E which drains your HP bar, then do a charge attack, which makes you spin forward in a set direction while draining your stamina (unless you have constellations), then you have to either jump or do a sprint motion (shift+w) during the animation to cancel it, then repeat this, aiming at enemies for the spin in the air charged attack that you have to animation cancel, what if the enemy has a jump or a dash? you miss :) what if the enemies are all ranged? chase them around (and have no stamina) :) meanwhile you have arlecchino, with her you press E press charged attack once (it gives you a buff that's basically the same as hutao E) then you just spam left click because it automatically targets and dashes to nearby enemies (doesn't cost stamina, autotarget, doesn't cost hp) and the dash distance is fucking massive too, even if the enemy is all ranged arlecchino will just dash around the arena killing everything while all you're actually doing is just left clicking, it's hard to put into words how much more comfortable playing arlecchino is over playing hutao, like if you're trying to hit a flying bird then hutao is trying to hit it with a slingshot and arlecchino is trying to hit it with a homing missile, they should just rework hutao really, they should've reworked her years ago, she's a really early character with a clunky design, and even if you do all this, you do like 3 times less damage than arlecchino
