The voice, sure, but I think the design thing mostly comes down to Nintendo having been really shit at 3D modeling for a long time; when they started putting Yoshi in 3D games they wanted him to fit over the standard humanoid animation rig for stuff like Mario Party, for example, and a design like Yoshi's Story made more sense for that.
