My first guess was that they were tourists in a third world country because developed countries have these kinds of hazards cordoned off, but reverse image searching says they're Lollapalooza attendees in Chicago who entered a restricted area to take selfies and touched an electrified third rail of Chicago's train tracks. The girl survived but I can't find anything about the boy other than him being in critical condition.
