Art takes too long to make, the 3dcg games usually have the worst uncanny valley going on due to using Daz or are low effort slop being made with Honey Select or Koikatsu and most just milk patreon bucks and don't get shit done. Now we have the advent of AI art and writing that makes this shit easier than ever to make. Don't get me wrong, there's good shit that still gets made but it's drowned in a sea of low effort trash. Japan isn't too much different in terms of low effort trash either but the ones that are good enough to be enjoyable usually get translated in some form.
