I have been thinking about this, every race has his own thing going on.. some are quick tempered, some are cold as ice, others are less to talk while others wont shut up.

In Morrowind, Vivec accepted an unpopular peace treaty, and it leads to the Imperials not only establishing their military basis on Morrowind mainland, but also settling tons of foreigners into their own holy land.
The Imperials did something similar with Skyrim, but overall, Dunmer integrate into that place. Outside of Solstheim, they aren't establishing their own settlements or military bases. The Windhelm Dunmer are a special case of dumb Skyrim writing. No Dunmer outside of that district complains about the Nord. You have a Dunmer outside of that city, a farmer, that says the Dunmer inside that city are retarded, and if you work and contribute, they accept you.
