Kind of. I agree with you that is likely the game will turn out very fucking good and we'll have a blast with, but it's not beyond Take Two to force stuff like Always Online just to fuck with us. We all know that Rockstar will also not release any expansion/DLC, and will focus solely on their money cow that is online. Also the PC release may take even longer to release because Rockstar knows they make a lot of money with people rebuying on other platforms and we are about to enter a new gen, so it's like PS5/XBOX -> PS6/XBOX 720 -> finally PC.
