Not quite. The implication is that the secret service don't have enough intel to justify bringing in any high tech equipment, plus it wasn't supposed to be a suicide mission. That's why Leon is asking around the village in the beginning, it was only ever supposed to be "Hey have you seen this girl? No? Okay."
When Leon gives them more intel about his situation, they send in an attack helicopter that gets destroyed.
So yeah, it's wildly impractical but it never had to be practical.
I think it's the same thing with Ada, and also why they changed her outfit so radically in the remake. She was wearing a dress originally, which was odd considering Wesker knew the ganados were crazy people.
