Same problem with every zombie franchise. She was obviously written with the intent being an annoying fangirl whose clinging to sonic gets her caught in the adventure, develops into a hero in her own right and eventually wins sonic over.
However the writers would never actually commit to developing her because it would be harder to turn back and they want to milk this series for the next 100 years without any kind of development.
Same reason Ash and Misty never got together in spite of the earlier seasons having a lot of flirting between them.
The writers start with a sensible vision and endgame for the characters but it gets lost in endless eternal cash generating slop. Happens in manga/anime all the time. That's why you're better with some 12-25 episode shit that actual has an ending or something based on a finished novel so they can't drag it out and cashgrab forever.

You could use that logic for 70% of anime and the original pokemon flows very much like a generic anime. I'm not saying that they were going to fuck or get married (unless it had some timeskip epilogue) but it was clear they had a mutual crush and she was his designated love interest.
The first arc absolutely had character development and an intended plot that it was heading toward with Ash becoming a pokemon master, defeating team rocket, Jessie and James switching sides, etc.
After they saw its success they basically froze the plot indefinitely and turned it into an endless cashgrab, everything after was filler.
The first movie was almost certainly scrapped concepts from what would have originally been the ending.

I don't know how you could see him randomly trash his entire team and all the pokemon he had all that development with and believe it was always intended to be this way.
It had a logical flow where he was developing and building a strong team and they suddenly hit the breaks and reset everything to drag it out forever and create infinite pokemon to sell more cards and toys.
