I think the reason why even BB thinks Mechaman is a big deal superhero is because Robert is one of the few independent heroes that does what he does for free, not to mention how effective he is at it. SDN is a private security company, with probably a deal with the city.

That said, I think those differences are enough for two different playthroughs, and the gameplay's fun enough to warrant doing so.
