Why haven't we seen any improvements in this area in videogames even though companies are investing hundreds of billions into AI?

Because it's not the same kind of AI, NPC AI is still written by people on how to behave, whereas generative AI is taught how to mimic patterns

is this a stealth scenario? the enemy doesn't know where the player is, does he?
in that case it's probably a level design issue just as much as an "AI" problem. what could a blind (?) NPC feasibly do in this situation to seem smart?

I'm not dismissing the concern, I'm trying to understand it better.

what? last I checked UE has an implementation of behavior trees, Unity has no built-in AI solution. I don't even know what "agent-based AI" would mean. sounds machine learning related which spoiler alert, game devs aren't using.

He's blind, and his charge causes him to rattle the hanging chains, which triggers him to charge for it. Basically completely on script for an enemy whose entire gimmick is that he charges anything that makes noise.

dunno about ue5, but in ue4 aiperception and aisense components were kind of ass. functional but some parts of them were inconsistent and sometimes non-functional and the documentation didn't match the incomplete state they were at. couldn't get some senses to work properly

because casuals would get filtered. you don't actually want smart AI because it would make games way too hard. look at how badly people get filtered by current video games and imagine how bad that would be if the npcs were smarter.
