These guys should be able to lay down perfectly accurate fire over kilometers considering all the augmentations and combine hyper-technology involved. I mean seriously you got a cool concept with transhuman soldiers, they should be faster, better and stronger than anyone else, gordon should get folded by the first one he comes across, but they're just relegated to be mooks who get slaughtered by the hundreds.

The games don't really portray it well but in universe he's a hyper competent guerilla stealth fighter. It’s interesting, because it speaks to the utter indifference with which the combine perceives humanity. From lore and whatever the combine tech is basically eldritch. But after they used it to take the planet over, they only bother to drip feed the minimum amount required to keep the resources flowing and the bureaucracy in control. Ragtag anarchists have a shot because Earth is such a distant priority to the combine that they haven’t bothered to squish the bug.
