I remember one of the Bioware devs releasing a statement after Veilguards release and failure reassuring people that separate teams worked on the games. Could be pure cope but it's something at least. It would take a miracle for it to somehow be even average honestly. So the idea was that they had a plan about making a game, because Mike, Mac, Casey, Jay and Preston Watamaniuk, Patrish Ley and Derek Watts were involved, but half of them left and the idea got scraped, so they hired Mary DeMarle for cheap and the ... MP is still buggy as fuck, it would have taken a lot of work to fix and include in the remaster. Plus you'd have to make the choice of pulling the plug on the original and pissing everyone off or splitting the playerbase, as well as pissing people off by resetting unlocks and ensuring even more stick to the old version, vs. allowing people (including many cheaters) to play with all their unlocked shit and torpedo your revenue source.
Considering the remaster was rushed as fuck anyway, they made the right choice. What they really should do is combine all the content from 3 and Andromeda into a F2P model but even then you'd still get most people preferring to stick with the original 3.
