Yes, "Muv Luv" comes with the first two parts, called Extra and Unlimited.
The other half of the game is on the last part, called Muv Luv Alternative which is a second, separate game.

Depends on what you're looking for, and I also don't really recommend the very best of the best since it might set your expectations too high for other VNs.
If you want romance and sol with some plot, I think Hoshizora No Memoria is a great first VN, though it's fairly long. You also may get filtered by lolis if you don't like those.
If you want something with more story, G-senjou no Maou got some good plot and romance.
World Actor's pretty decent, though it's episodic. Good action.
Uhhh...Ikikoi is a nice chill fun VN. Akatsuki no Goei got some good plot and decent routes to it too.
I'm sure you've gotten a bunch of good recs, but some smaller, or less super amazing ones may be worth checking out to give you a taste for more.
