They added Physically Based Rendering
Which is not bad by itself... if it wasn't for a major problem: the game basically had it's own homemade implementation of PBR before PBR was really even a thing. All the textures and materials are made for that homegrown implementation.
They swapped to industry standard PBR which on paper is better... but at no point went back to actually adjust all the shaders, textures and materials to it.
Skin looking like plastic (even more so than the original) is a general side effect of remasters adding PBR but not actually going back and reworking every single Texture and Material because that would take too much effort (read: be too expensive for a cheap cash in remaster).
