Yeah. When you bought FT full Rexxar campaign was not included, it was drip fed over a about half a year in patches.
As Anon said they were free but still at that point the concept of what you buying not being on the disc was very very new. People bought FT to finish to story (and add to/rebalance multi) and we were told that Blizzard could not find a way to integrate Orcs into the plot and they would give us some side stuff for them down the line.
