Nope. OpenMW has a lot of neat graphical features brute forced into it with zero optimization. Lots of the art is hilariously poorly optimized to. You can certainly improve it with a lot of cfg tweaking and figuring out what causes the biggest performance impacts, or try other peoples configs, but performance still isn't what you'd expect from how the game looks. Maybe in a decade when all the big mod projects are done they'll move onto opimization kek
Best advice I can give, tweak it to be visually vanilla +, don't go fucking crazy with the insane draw distances, cell caching, reflections etc, great for promotional shots, but if you're playing like that the second you go anywhere with more than a dozen NPC's it'll lag.
Bethesda's cell system was never about actually creating big open worlds, it was about creating the illusion of them with thousands of tiny little instanced worlds, the second you start merging those cells into an actual open world you run into very real engine limitations. It's why none of their games have ever had big cities etc....well except for Daggerfall, which is a technical marvel honestly.
