This was just completely made up by people to explain the ridiculous outfit she is wearing. According to Capcom they never bothered to explain why she's dressed like that. It didn't even occur to them they had to. They just wanted her looking "sexy". In Japan they don't really care about the practicality or explanation for character's outfits. That's why their characters are always in such ridiculous outfits.

RE3 is set several days after the outbreak has happened. Jill is not going out clubbing because everything is just fine. She's not going out clubbing at all and even if she wanted to she can't because the apocalypse is happening. Again, the clubbing thing was completely made up by the fanbase. It's not in the game. Capcom has never said it.
