"Soul" is just care for the product, all it means is that game feels like it was made by developers that care about the final product. An incompetent developer can make a soulful game and a genuinely horrible game can still be soulful, it's not strictly related to quality. For an example Fable as a videogame is pretty shit. The game doesn't even really have a lose state and even if you could lose the balance is so fucked that you never would, but there's still obvious signs of love and attention to detail in all the other areas.
