Because so much of their output is pretentious dogshit. Europe has an excellent tradition in literature, music, art, and philosophy. Unfortunately video games really are software engineering first and foremost and Europe basically ignores any industry that emerged post-WW2. So the cumulative effect is similar to watching a novelist try to direct his own movie adaptation out of sheer ego. You an tell he's a great writer but all the aspects that make a film a film are either missing or clunky amateur bullshit. And irritatingly the dude is so blinded by his narcissism he's convinced of his artistic brilliance despite the obvious flaws.
The few European countries that actually have good software dev industries like Sweden escaped this trap.
