if you want retardo-GTA with nu-RPG simplistic systems and a railroaded story, yeah.
If you expect deep branching choices/narrative, playstyles, and a living world, no.

It's not an RPG. It's blatant that WHOLESOME CHUNGUS KEANU character is the main protag and you have nothing to say. Just watch the anime.
