Insiders are saying the game is ready so they're just polishing everything but they can delay the game any moment again when it's just convenient for them because there's no competition.

Albeit Take Two is losing more money on the delay and Rockstar has the final say to release the game at all

The game is done, they just know that it'll run like shit on the PS5 Pro, so they're waiting on the PS6. Expect another year delay.

The game is obviously done at this point, they are just polishing stuff and working on GTAO 2. Rockstar doesn't want their reputation to be tarnished by a buggy launch.
