I'd like a game where you basically have to go around the world doing a "What if Superman tried to solve every thing since he's so powerful" story maybe over the course of a few days. You try and use his great power to stop or clean up after natural disasters, make areas livable for people, restore lands for animals (planting thousands of trees minigame or some shit, helping Aquaman clean alien ship debris from a fight from the ocean, etc), deliver surplus foods around the world, the usual things he does in those stories
Along the way he'd be hampered by Luthercorp and other shady DC business guys as it's their operations he's inadvertently messing with and eventually they start contracting villains, and this way you'd get to see his rouges and a decent amount from the wider world. I don't think making it mainly an action game would be the best way to go but there should be some, for sure

As much as I don’t like timed games, a dead rising type “day in the life” game would probably work, with different ending depending on how much you accomplished over the course of the day. That way you can have Superman be overpowered but there’s still a sense of challenge and urgency.

Isn't the thing with Hulk that he gets stronger according to whatever he's fighting against? If he's wrestling something really strong and losing, he gets more annoyed and that makes him stronger until he overcomes that particular enemy?
