Technically Drogon wasn't a traitor, he was a good guy who got killed and whose corpse was reanimated like a puppet by Nemeroth. You never interact with the guy while he's alive, you only listen to some audiologs.

Nah in the first game the codex says that you should report suspected traitors to the Inquisition, that's why Titus' speech at the end blames Leandros from following the letter of the codex rather than the spirit.
