They're so close to being a functional positive faction, yet miss the mark so hard. Merc work? Bodyguards for caravans and other VIPs. Their equipment and armor makes them one of the best equipped factions in the mojave, and far above the other raiders. They're on par with the Legion.

Chems? Sell weed and party time drugs, rather than psycho.

Create a non-aggression treaty with the NCR and just avoid each other.
