1LB SSR Riko has equal or better stats in everything except Event Recovery, which is only slightly lower. If you have the option to use both, do a career with one and one with the another and see if the difference in Energy gain is enough to sway you. If you only want the Energy and don't care about the Stamina you can borrow any Tazuna because she gives more than either.
Rice has Power Bonus which has more value if you're using Riko who gives you a bunch of Stamina in her events. Other than that they're pretty much the same. Rice has a little less Friendship Bonus but her Friendship Training triggers on Power instead of Stamina.
