What they were thinking was Resistance was going to be their "bro trust me live service Resident Evil will surely work this time" product, then they realized it wasn't, and the Resident Evil 3 remake that was being developed in parallel with Resistance and the RE2make was then chopped and rushed to meet the arbitrary deadline. Jill is the second most popular character after Leon, if they delayed it any longer they know there was a serious chance of it cannibalizing Resident Evil Village's sales, and any later than that would have it trampled by Resident Evil 4's remake.
As to Jill's bizarre characterization compared to the affable professional she was usually portrayed as since RE1, who knows? Maybe they just thought angst and cynicism was an easy way to make a character that already survived RE1 interesting, compared to RE2's Leon naive and untested but heroic rookie.
Honestly though, at least RE3 will always be a Jill game and the game that introduced the iconic Nemesis. It will always have that going for it. RE4 similarly had the Herculean task of remaking fucking Resident Evil 4, one of the greatest games ever made.
I pity the bastards that need to tune up Code Veronica or RE0 if and when that ever happens.
That aside I'm also disappointed for someone whose outfits are so iconic that her RE3make is a boring tank top and dark pants. The remake Raccoon City actually looks appropriate for September, Leon and Claire even arrive wearing jackets. I get why they didn't just have her in a tube top and miniskirt again since the "heat wave and sudden outbreak" justification isn't really in effect, but I feel like they could've done more than the generic action heroine look. This ain't even "hurr I wanna jack off to Jill" thing. I do, but I also appreciate interesting character design regardless of sex appeal.
