Yes but also he's built for performance. That's also why he's so lightweight. He's lighter than an apple in game I believe. It's not an issue dude it was intentional. Characters talk about it in game. They also comment on how powerful and toned his body is any time they have a chance to examine him shirtless. He just has a unique body type that looks small but is actually more compact. Not all heroes have to look exactly the same. Same company that makes Mario and Kirby btw.

For me, Link's modern design is saved by the fact you can make him wear different outfits. He instantly looks a million times better when you put him in one of the tunics from previous games. If he only had his ugly canon blue tunic he'd easily be the worst Link.
