It's funny to think about how 40k newcomers see SM2 and want the "power fantasy" of being a hulking slab of muscle in power armor mowing down the enemies of mankind.

Guilliman's Indomitus Crusade isn't entirely successful. He's losing worlds in the 4th Tyrannic War, the Thousand Sons are an OG traitor legion who fuck with reality. Getting swarmed by a shitton of gaunts and getting shot to death by a Warrior with a Devourer, your head exploded by a Zoanthrope, or getting blindsided by a spore mine is exactly what space marines end up dying to.
This is the fantasy, the fantasy is that the enemies of mankind are dangerous, and that this has so far been a losing battle.

The Imperium is huge (think tens of thousands of systems under Imperial control) and scattered and decentralized and some of its territory is in bumfuck nowhere. We only see the THERE IS ONLY ETERNAL WAR part because that's what the tabletop and the intended story are supposed to be like, but there are absolutely going to be parts of the Imperium where people don't really give much of a shit about the whole "abhor the xenos" thing and places where there haven't been any active conflicts for a long time.
