Robert's father worked with Elliot "Eli" Connors to make the Astral Pulse and the super group the Brave Brigade (which included him and Track Star among others) were supposed to vote on letting Elliot join, but for an undisclosed reason Robert's father (portrayed as kind of a dick) wouldn't allow the vote.
This (and presumably other slights, maybe even taking full credit for the Astral Pulse) drove Elliot to become Shroud.

Roberts father, he faked his own death and killed the OG shroud who made the Astral Pulse, so if Shroud was the real Elliot there would be no need for him to steal it.
He used the stolen augments to shapeshift and turn his body into a copy while transforming the dead Elliot into a copy of his own body.
The game starts with Robert talking about the relationship with his father and Shroud being a random guy with no emotional attachments to the story doesn't track.
He let Robert be Mecha Man for a while so he could become a villain, he wants to be Mecha Man again but this time he wants to be the only one who gets the credit since he's selfish.
For that he became a villain that would be known to everyone, once he becomes Mecha Man again and kills Shroud his ascension to the ultimate hero will be complete, for that he will use the shapeshift augments on Robert and kill him after recreating a new Mecha Man suit with the stolen Astral Pulse.

Waterboy doesn't just have 'experience' he has barely any control over his powers and is wholly unprepared for superhero work. It's much better to ease him gradually, have him be around superheroes and learn from them rather than just throwing him in because you're missing a member.
