"El" isn't a proper name on its own. It just means "god". There are tons of examples of it being used in the Hebrew Old Testament this way.
El Shaddai = God Almighty
El Roi = God who sees (me)

This is an oversimplification. Both "El" and "Baal" (which means "lord" or "ruler/owner") were used as titles both for the JudeoChristian god and other regional gods of the Levant region. Most mentions in the Bible people know of use Baal to refer to some specific, but unnamed, deity that the Canaanites and other groups worshiped who was specifically said not to be Yahweh.
It's possible that what the Hebrews called Yahweh grew out of a pantheon, but monotheism was already prevalent in the region. It's just as likely that these people mostly worshiped one god and various cultures just had differing beliefs of god's character and history. That's very similar to how Islam, Judaism, and Christianity all worship the "same god" today, but have completely contradictory beliefs about who that God is and what he has done, such that they cannot be considered the same core belief system.
