Retard, this is just how compelling stories work. If Mario was kicking ass from minute one and just intuited everything about the Mushroom Kingdom instantly, there would have been no point in the whole fish out of water plot.
You'd be asking how Peach doesn't get deposed by the Toads or some shit if she were a helpless, desperate woman. It benefits the story to show she's actually a worthy and competent leader who deserves her subjects' respect. And it's just more interesting in general.
