Lelouch doesn't WANT to make war his entire life, it's a tool he uses for revenge. One of the main reasons why he doesn't just go underground and fully dedicate himself to his rebellion is because he enjoys his life with Shirley, at the academy and with his friends. THAT'S the future he's fighting for, so that once he achieves his goals he can just go back and live the life he loves not to live on as a ruler or as a warrior.
Shirley represents the life he wants, the life he's fighting for, and we see the REAL lelouch come out when faced with the prospect of actually being with Shirley. He's blushing, abashed, shy when he really feels like he's about to kiss Shirley and confess his feelings here

A way he never acts with other girls and that's the tragedy of Lelouch and Shirley. They simply weren't meant to be together in this world, with fate tearing them apart again and again, and yet despite the overwhelming power of FATE they still fall in love with each other over and over again and it's with Shirleys death that Lelouch can finally accept this and give up on his future and give his life to the Requiem plan. Lelouch doesn't die scared, mad or sad but calm, he see's shirley as one of the final images in his head and knows with his death the world will enter a better age and that he'll finally get to reunite with shirley in a world where not even fate can tear them apart.
