They basically overhauled it to have an actual Top Speed (which is well above average so not a big deal) in exchange for the Charge meter being rather easy to maintain, being able to boost charge for better acceleration at the start and out of turns, and a nice QoL in starting with a full charge when you swap machines to it in City Trial.
So its only real weakness is having a lower turn stat, which can be managed.
Honestly I think they went a bit too far with how you don't need to care for the Charge gauge most of the time, you'll usually be charging for a turn you'd need to make before the meter runs out.
