For that particular race I've set her to late surger with some degree of success but honestly it's pretty much the biggest road block to making her an ace. I borrowed FM, used Marvelous, then Tosho and Kita for two speed cards, 1LB Riko, then Biwa for power card but she had the stamina bonus at least and I know Suzu probably wants more.

Now once these free rolls are over i'll be at as park and I can get Rice Shower to 1LB, might replace Biwa with her. That way I can put Maestro on her as well but I dont know if that's stupid or not. Hard choice, both are good. Halo has a power bonus. Sweep is a slightly better statstick but worse abilities, but can also give you charming and some good ones like slipstream/lone wolf.
